Just months after Egypt’s raid of 17 non-governmental organizations (NGOs), now the UAE is cracking down on at least one NGO, D.C.-based National Democratic Institute (NDI). Last week the UAE government shut down and revoked the license of NDI’s office in Dubai. This week, UAE government officials detained foreign employees of NDI, one of whom is still being prevented from leaving the country.
Based on our last Global Integrity Report coverage of the UAE, in 2009, there were restrictions on foreign funding of NGOs in the UAE. We welcome corrections from our readers if the law has changed since then.
But our recently released Global Integrity Report: 2011 shows yet again that most countries allow for foreign funding of NGOs. Of the 31 countries included in the 2011 Global Integrity Report, only Jordan, Algeria, and Venezuela place restrictions, in law, on foreign sources of funding for domestic NGOs. The chart below helps understand the restrictions (click on country names for more detail) and shows which countries were covered in the Global Integrity Report: 2011
