Implementation Gap: Policy Commitments in the Extractive Sector
We identified different types of implementation gaps related to TPA-related laws and policies in each country, and analyze their causes, the political and technical dynamics that perpetuate them, and explore the effectiveness of approaches used to address them at the country level.
Objective
Lessons and insights on implementation gaps: A comparative analysis of Nigeria and Colombia’ is to increase our understanding of the types and nature of implementation gaps in relation to transparency and accountability-related laws and policies in the natural resource sector.
Approach
We are building on the TAP+ approach they have developed (essentially considering transparency, participation, and accountability in context) to develop actionable insights that can inform how LTRC designs and implements projects and how others in the field understand and address the implementation gap. This project is one stepping stone towards building a stronger relationship with LTRC (Consortium led by Results for Development and Brookings) and towards continuing developing our position and use of the implementation gap concept and its practical implications.
